Early Notice and Public Review of a Proposed 

Activity in a 100-Year Floodplain

To: All interested Agencies, Groups and Individuals

This is to give notice that the City of Lawn has determined that the following proposed action under the Community Development Block Grant administered by the Texas Department of Agriculture (TDA) and ERR #(7218281), is located in the 100-year floodplain, and the City of Lawn will be identifying and evaluating practicable alternatives to locating the action in the floodplain and the potential impacts on the floodplain from the proposed action, as required by Executive Order 11988, in accordance with HUD regulations at 24 CFR 55.20 Subpart C Procedures for Making Determinations on Floodplain Management and Protection of Floodplains. 

Project Description:
Contractor shall install seventeen thousand linear feet (17,000 l.f.) of six-inch (6”) water lines, boring, valves, service reconnections, pavement repair, and all associated appurtenances.

Total Area of Disturbance: 7.8 acres

According to FEMA map #48441C0500F, a portion of the project will occur within a Zone A FEMA 100-year floodplain:

● FM 604 from approximately 900 feet west of CR 163 east approximately 3,330 feet.

Area of Floodplain Disturbance: 1.5 acres

Natural and beneficial values potentially adversely affected by the activity: 

  1. In addition to concerns for life and      property, the City has considered the natural values of the floodplain. The natural resources include water,      biological, and societal resources. The proposed project will have minimal      impacts to the floodplain because the project involves replacing existing      water line which has been in existence for years.
  2. After review of the County Lists of      Endangered and Threatened Species for the County, on-site inspections of      the project site and consultation with the USFWS, it was concluded that      the construction of the facilities will have no quantifiable impact on      plant and animal life. Only native      plants are to be used in the floodplain and on the site. 
  3. Societal resources should also be      considered during the design process. The designs are meant to complement the natural features of the      area and to offer an aesthetically pleasing structure. The site will not have an effect on      agricultural lands. 

There are three primary purposes for this notice.  First, people who may be affected by activities in floodplains and those who have an interest in the protection of the natural environment should be given an opportunity to express their concerns and provide information about these areas. Commenters are encouraged to offer alternative sites outside of the floodplain, alternative methods to serve the same project purpose, and methods to minimize and mitigate impacts. Second, an adequate public notice program can be an important public educational tool. The dissemination of information and request for public comment about floodplains can facilitate and enhance Federal efforts to reduce the risks and impacts associated with the occupancy and modification of these special areas. Third, as a matter of fairness, when the Federal government determines it will participate in actions taking place in floodplains, it must inform those who may be put at greater or continued risk.

Written comments must be received by the City of Lawn at the following address on or before February 11, 2019 (a minimum 15 calendar day comment period will begin the day after the publication and end on the 16th day after the publication):  the City of Lawn, 150 Main Street

Esto es para notificar que la Ciudad de Lawn ha determinado que la siguiente acción propuesta bajo la Subvención de Desarrollo Comunitario en Bloque administrada por elTexas Departamento de Agricultura de (TDA) y ERR # (7218281), está ubicado en la llanura de inundación de 100 años, y la Ciudad de Lawn identificará y evaluará alternativas viables para ubicar la acción en la llanura de inundación y los posibles impactos en la llanurainundación dede la acción propuesta, según lo requiere Orden ejecutiva 11988, de acuerdo con las regulaciones de HUD en 24 CFR 55.20 Procedimientos de la subparte C para hacer determinaciones sobre la planicie de inundación Gestión y protección de planicies aluviales. 

Descripción del proyecto: El
contratista deberá instalar diecisiete mil pies lineales (17,000 lf) de líneas de agua de seis pulgadas (6 ”), perforaciones, válvulas, reconexiones de servicio, reparación de pavimentos y todos los accesorios asociados.

Área total de perturbación: 7.8 acres

De acuerdo con el mapa de FEMA n. ° 48441C0500F, una parte del proyecto ocurrirá dentro de una planicie de inundación de 100 años FEMA de la Zona A:

SURFACE WATER TREATMENT TECHNIQUE: 

NON-ACUTE VIOLATION

The Texas Commission on Environmental Quality (TCEQ) sets minimum water quality standards for public drinking water. These standards include enforceable treatment technique required for drinking water. Inadequately treated water. Inadequately treated water may contain disease-causing organisms. These organisms include bacteria, viruses, and parasites that can cause symptoms such as nausea, cramps, diarrhea, and associated headaches. 

The City of Lawn, PWS ID TX2210005, failed to meet the minimum treatment technique requirements for the months of October 2019, August 2019, and January 2018. Specifically, our water system had:

More than 5% of of the combined filter effluent turbidity readings were above 0.3 NTU for the month.

Please share this information with all people who drink this water, especially those may not have received this notice directly (i.e., people in apartments, nursing homes, schools, and businesses.) You can do this by posting this notice in a public place or distributing copies by hand or mail.

As the hot summer continues, surface water reservoirs and lakes are being adversely affected by evaporation and high water use from area cities .   Water restrictions and drought contingency plans may be put in place as needed.   

BOIL WATER FAQS

 

Q1 - Why was a boil water notice issued for my water?  

 Boil water notices are typically issued when an unexpected condition has caused a potential for biological contamination of water in a public water system. Common reasons for a boil water notice include loss of pressure in the distribution system, loss of disinfection, and other unexpected water quality problems. These often result from other events such as water line breaks, treatment disruptions, power outages and floods. 

 

Q2 - How long will the need to boil water continue?

 Public notification will be given when the boil water notice is lifted. Your Water utility can also give you details on how long your boil water notice might last and will advise you when it is safe to return to normal water use.   Typically a boil water event lasts for 24 to 48 hours, but this can be longer and the need to boil water may last for several days or more. How long depends on the conditions that caused the need to boil, how quickly the conditions can be corrected, and how long it takes for laboratory results to confirm that your water is again ready to drink. 

 

Q3 - How do I boil my water so that it is safe to drink? 

Bring water to a FULL ROLLING BOIL for 1 MINUTE, then allow the water to COOL BEFORE USE. Because water may take 30 minutes to cool, plan ahead. Make up a batch of boiled water in advance so you will not be tempted to use it hot and risk scalds or burns. Boiled water may be used for drinking, cooking, and washing.  Here's an easy way to remember...ROLL for ONE then COOL.

 

Q4 - Is it safe for bathing or washing clothes  during a boil water notice ?

 Unless a "Do Not Use" notification has been issued, your water may be used by healthy individuals for showering, bathing, shaving, and washing as long as care is taken not to swallow water and avoid shaving nicks or exposure of any open wounds on your skin.  It is safe to wash clothes in tap water as long as the clothes are completely dried before being worn. However, increased turbidity that sometimes occurs during a boil water event may discolor clothing, especially whites. 


 

Q5 - Is it safe to use tap water for washing dishes during notice?

 

No!    Use boiled (then cooled) water, water from an alternate source, or after washing with dish detergent rinse for a minute in a dilute bleach (1 tablespoon of unscented bleach per gallon of water). Allow dishes, cutlery, cups, etc. to completely air dry before use.  Home dishwasher: Yes, if the hot wash is at least 170 F and includes a full dry cycle. However, most home dishwashers do not reach this temperature. If you are uncertain of the temperature of your dishwasher, rinse in dilute bleach and completely air dry as described for hand washed dishes.     Commercial dishwasher:   Yes, if it is a NSF listed washer and manufactured and operated with a heat sanitizing rinse set at 170 F. that lasts for at least 30 seconds. Additional information on commercial  dishwashers can be found in the fact sheets for food service establishments.

CAUTION - "Green" or "Environmentally Friendly" dish washer additives, which may be advertised as a disinfectant or anti-microbial, are weaker disinfectants and should not be relied on alone to eliminate potential pathogens.
